Not him, but really. They essentially did everything by hand and did facial animations by watching themselves in mirrors to get the expressions down better.

Motion Capture is a easy way to make things fall into uncanny valley. It's too stiff and perfect. A good animator doesn't need it and can get the feel of how something should move after more work.

P.N.03 was also not mocapped and had some stellar animation

Not everyone has the money to spend a year making animations, with most indies you can't just have one guy doing animations, everyone has to do a bit of everything.

Making your animations scripted is probably the best way to make them feel better without using mocap and getting proper paid animators.

Like Overgrowth, most animations are pretty shit and awkward, but coupled with the scripted system they end up looking a lot better than they would just being pre-baked animations.

It work pretty good for Idle animation and even some quick walking,running cycle.I try it myself. Motion Builder can clean automatically most of the problems in most case. The real problem is when you want to go FULL cuhrayzee and move like a total retard arond the camera.

Then don't do a third person game, because everyone will see that your animator ain't worth shit. Unity blending system won't help either.

And beside some indi compagny can do animations right. Take a look at Outlast for exemple; Quick, simple and nicely blend animations for all the game, and that was made by one guy only. Stop justify mediocrity because of muh indy guy or muh budget.

For just the cheapest possible equipment it's like 5k, that's not counting studio space.

Studio time is normally the cheapest option because you get good equipment and people who know how to use it, but it's still insanely expensive if you want to do enough takes to get things right.

Also don't forget you need to hire mocap actors, and from what I understand they're all unionized and get something like $100 an hour with additional pay if shooting takes over a certain amount of time.
