Because the East still takes pride in their animation. Here in the west we gave up a long time ago. They hold animation in high esteem while we think it's just for children. But it's not "a million" colors, it's just small details to an outfit which makes it more unique. Could the eyepatch have been one color? Sure, but the artist wanted to add a little flair. IMO it looks nice and more memorable this way.
