Dragons should be a tad resistant to fire since their scales don't burn much if at all but the skin underneath the scales should be as flammable as other skin is.

Oil, magic fire and extremely hot areas should hurt as dragon as much as anyone else.

Well that's not a standard dragon then, dragons that live in Lava or what have you are obviously different, but standard dragons usually just live in caves and shit and can still die if they catch on fire.
It varies from dragon to dragon and mythology to mythology.

Well most of them don't actually spit fire. They spew out gasses that ignite when they hit the air or mix in the air or what have you, the fire either starting directly inside the mouth or directly outside of it.
At least the more "realistic" depictions of them.

Also having a mucus membrane capable of withstanding heat inside your wet mouth is not the same as having fireproof skin or organs. While there are depictions of dragons that do have fireproof skin, that is not the standard at all. Most dragons are simply fire resistant.
