2 is the best Sonic game hands down. 3 has some great music, better than a lot of the music in 2, but the levels are just too sprawling and take too long to get through. Sonic 2's levels, aside from Mystic Mine, are all fairly straightforward and simple to navigate, which is how a game built around going fast should be.

True. Either way, 3 is much better than 2. Better level design, better themes for the levels, better music, better sprites, better story, Knuckles, everything.
In fact, if we include Sonic & Knuckles as a part of Sonic 3, then one could argue that Sonic 3 is so much better than two that it actually went back and let you play as Knuckles.
Sonic 3 is so good that it went back to make 2 even better than it was on top of being a better game altogether.

Having actually played both as a kid when they were first released, 3 was a huge disappointment after 2. Altogether 3&K is better but 3 and S&K on their own were worse.
