The combat would translate okay, the only issues would be making skells feel worthwhile and trying to add verticality to the world without relying entirely on using "stairs" everywhere and just layering the world like a Zelda dungeon.

It's possible, it's just not going to be as appealing as it would be in full 3D. Xenoblade X's map is estimated to be around 154 square miles and Daggerfall which I think is 32bit exceeds 60,000 square miles.
