Games have to have an English option to be sold in Singapore and Hong Kong I believe.
The other reason could be licensing issues preventing a western release, but publishers make an English Asian version ripe for westerners to import to make extra money.

Because their murrican branch won't localize em due to being afraid of sjw bullshit. Meanwhile their asia branch realized that there is a market for it in the US and Europe, so they were smart enough to capitalize on it since shit is regional free.

Japan/Asia's market for handheld video games is dying so publishers are branching out and giving the west games to stay afloat, games they would have never considered giving us under normal circumstances.
Don't be disillusioned, Bandai is giving us cames out of necessity not because they give a fuck and want to. Gunadam, God eater, Digimon would have never seen the light of day in the west if Asia's handheld market was booming like it once was.
