I think phones are largely responsible for the decline of handhelds. When I was a kid I had a Gameboy and I loved playing games on it. Kids today are given iPhones and iPads from a young age and they play games on that.

The lack of interest from people who are happy with all the freemium garbage on the phones makes the difference. I know Sony and Nintendo would love to milk them but since they don't get to, it's ultimately more beneficial to their remaining consumers.

Were handhelds dying during the GBA era too? It "only" sold about 80 mln units, which is closer to what 3DS is selling right now than to the DS. The fact is the DS, much like Wii, was a fluke that caught on due a really good gimmick (so good in fact was later copied by phones) that casuals found highly appealing. 3DS was "more of the same" with a gimmick that was considered a failure long before the handheld even appeared on the market. Nintendo will probably need to drop the DS brand altogether just like they dropped the GameBoy brand and come up with something entirely new instead.

Casuals jumped on last gens handhelds because iPod touches were new in the market. People didn't use them for games at the time.
By the time the DSis life span ended, iPhones and Androids had the games casuals played on the DS(i). New systems came out, developers didn't make their casual games on them, so casuals stayed where the developers went. To phones.
Now, the devs who made actual games stayed, obviously, and the players who actually played them bought the new consoles. It's not that hard.
