There's also that one combat overhaul mod. everything else is just icing for you to pick and choose on what you want in the game. Maybe get a realistic lighting mod that adds a real sun to the game.
Not OP but what's the best mod to fix level scaling? I don't care about anything else, I just want that (and that alone) dealt with.

nah. get Weather - All Natural instead. you can use some of the NE features though. also, better water is included in OBGE and Oblivion Reloaded.
Better Cities is bloated as fuck, get one of the open ones instead, maybe the better IC districts and castles mods as well (don't remember their names)
