I would argue it's because of quality. A lot of roms on the internet are not properly dumped or even have scene intros on them, and emulators aren't perfect.
When I pay 20$ to get a Mario All Stars ROM I expect it to be noticeably better than the version I could download off of Coolroms. When Nintendo repackages the same shit I could download in 10 seconds why should I pay for it?

1: It's their code.
2: It's a rom format that they could well have used when they dumped it themselves because it was already established in the licensed emulation market
3: Even if those 2 weren't true what does it matter? the rom is not usable or legal without an emulator and a license to use the code. Anyone can make an emulator but only the people who own it can give you the legal right to play it.

I find this to be pretty interesting. How do they test the roms? Do they play the entire game? Or do they just grab a rom that is out floating? If they are just snatching any rom and doing a cursory check of it, then someone clever enough could put all sorts of really horrid shit into the game.
