I'm going to agree with you. Witcher 3 on my PC jumps from 40-60, it was driving me insane so I set to a stable 30 with no noticeable difference in nameplate.
The only games that even benefit from 60fps are pretty much just twitch shooters and fighters, 30fps is just fine for everything else.
That said, 25fps is getting close to n64 levels of garbage.

When you take some screenshot and show it to someone who doesn't know what game it is (or better yet what japanese modern culture and video gaming is in general) then sure, it's gonna look western. When you play it's japanese 100%. Japanese vidya is always very distinctive. The way the whole game is organised, the way dialogues are presented, gameplay, everything. It takes itself very seriously and builds somehow "theathrical" universe, so to speak, there isn't really anything close to real life that happens there, everything is idealized (as in idea, not quite ideal) and has some hidden meaning or whatnot.
