ive been considering making a game where you survive a school shooting, by killing a shooter. it will be set in a country where killing of this sort is illegal (aka britain) and you are due in court. you have 5 in-game days to befriend people to make sure you arent convicted, and you have to be really good as people are generally against you.
is it too soon?

No one seems to have actually read the OP. The game isn't about being at the shooting. It's about the run-up to the court case where you'll be defending your actions.
It sounds like it would basically be a visual novel. Which means mechanically it's doomed to be pretty simplistic. Pick the right things to say and you win.
A far more interesting game would give you much more freedom in your communications and interaction with people. But that would need an AI system that can understand and respond meaningfully to a huge range of human input. If you made that, you'd be better off selling it to Google for several billion dollars than making a shit edgy game.

You can make a school shooter where your goal is to kill as much as you can.
You have limited ammo, but you can pre drop up to 5 ammo stash at various points in school.
then, you can select your loadout, rifles, shotguns, side arms.
Then there is the fear system. as you kill people the fear gauge rises. as long as the fear gauge is high, the students will run and hide. if the fear gauge is low, the students might attempt to subdue you.
The game is over if you were subdued or the police arrives and shoot you.
Then add a combo points system.
for added SJW flavor, make the character a male to female tranny student that got sick of daily bullying
