Unity, man. Do the research. Same problems occurred with Firewatch. I'm not sure what's up with From Software, though. I think they just pushed for graphics since most console owners don't seem to care for frame rate.

Actually, Broforce also has framerate problems on the PC too, it is the game itself folks, not the hardware.
For what i've found on the steam forums it started after an update they and since them the game has these frames drops at all times.

It grinds to a halt if a lot of shit is happening on screen. There is that big skull nigga spider thing near the end which is basically unplayable as the whole thing runs in slow motion. Also, every time you start a new life the character will freeze in place for a couple of seconds which is piss annoying as well.
