JSR uses skating as the means for 3D platforming. The skating parts (grinding and tricks) are subordinate to the platforming parts (getting around the level to reach all of the tag spots while escaping the cops).
In OlliOlli, the skateboarding is all there is to it. You perform skateboarding tricks to get points, try to link tricks together to raise your combo multiplier, and don't crash from failing to land your tricks. It uses a simplified Flick-it system from the Skate games, and has the flow-based chaining of a Tony Hawk game. It's arcadey, but I think "sports" isn't too ridiculous of a claim if we accept Skate and THPS.

Steam does offer DRM, but not all Steam games use it.
