The difference is you buy a sandwich to have at the time, people buy a PS4 for the future, since currently there is hardly anything to actually play on it.
You buy a new console on the promise over time, the game library will make it worth doing, but by releasing a new version of the console despite there only being 3 or 4 games worth playing so is a kick to the teeth since nobody has had any real value out of the current one yet.
There is an exception for convenience changes, such as the DS to the DS Lite since they don't have any added functionality, but this is Sony making a lazy new console branded under the same name of their current one.

4K TVs are quickly becoming more affordable so demand for true 4K content is going to be high. Right now a 4K blu-ray player costs about $400 (a real one, not one that upscales normal blu-rays) so if Sony sells a PS4 that can also playback 4K content for about $400 that's a pretty compelling device.
