I don't know much about Fallout lore, Rare objects are used as placeholders for value even without being artificially given it by governments or what you described with water merchants.
Rarity, relative size/weight and unrepeatability are all that is required for an object to become valuable.
People pay mad money for products with interesting defects from production, because they are unreproducible. It's why (real) old coins can be worth more than their original value.
In the post apocalypse as economy and trade bagin to emerge again (which is happening in fallout) gold would be worth something again, a whole lot too

Even though Fallout is post post apoc, and has a somewhat sustainable economy, it isn't on such a level that items without practicality would have value for the average joe, and since the used currency isn't based in gold, as it sort of is IRL, there's no real reason for a large gold business. The only ones that might like gold would be rich people in the world that wants it for accessories, which probably makes it more expensive but also a lot less safe and a fluctuating market, since the amount of people in Fallout who can afford expensive jewellery is pretty small.
