This doesn't make sense to me/seems highly unlikely.
4k with modern games takes an extremely large amount of power to do while running games well. An upgraded PS4 like this would have to either be extremely expensive, run games really poorly, or simply not happen.
To put things in perspective, I have a $1300 gaming PC. It struggles to run some games at 1080p when at max settings (for example, Rise of the Tomb Raider). I've also tested some other things on it, like using the max AA settings on Final Fantasy Type 0 HD, which supersamples the game to 4k. My computer had framerate drops, and that's an HD remaster of a PSP game that runs at 30FPS normally. Because of my experience with 4k, I can't see how Sony could pull this off without having a PS4 that would be obscenely expensive. And at that point, would it really be worth it? I just don't see this rumor being true.

Except there's no indication that it will actually be more powerful, it's just retards not understanding that the current PS4 and Xbox One lack the HDCP revision necessary to watch 4K Netflix. No, it's only a 4x increase. AMD already created their own prototype prebuilt machine (Project Quantum) which is 10x as powerful as the PS4, and built on the 28nm node. If they do revise the PS4's chip they will build it on the 14nm manufacturing process which is what they're using for the next generation graphics cards

To actually run games in 4K though would require 4x the pixel fillrate and on top of that 4x the shaders since the GPU would now need to shade 4x as many pixels.
Maybe they'll make some changes to the PS4 that will make VR work better in some way but there's no fucking way they're releasing a console that can play games in 4K.

The Xbox One is not even 4x as powerful as the 360. It's got ~3x the pixel fillrate.
The new PS4 would also need more RAM and considerably more memory bandwidth to run the same games at 4K. HBM is going to be limited to 8GB this year and only available on very high end cards, and Sony isn't going to make a console with a 512-bit memory interface.

I used to have a 4K monitor and had my PS4 hooked up to it for convenience, the PS4 only ever outputted a 1080p signal which my monitor stretched out. More games run at 1080p/60fps than at any other combination of framerate/resolution on the PS4.
MGSV GZ, MGSV TPP, Tomb Raider, MLB, NBA, PES, FIFA, Rocket League, CoD, Metro, Wolfenstein, off the top of my head.
You can argue that the 1080p/60fps in most of those games comes at the expense of graphics, and you'd be right for the most part. But MGSV looks good and only really suffers in LOD and pop-in.
Then you've got Battlefront which trades off 1080p for 60fps and looks damn impressive even at 900p.

I don't 'know' if the ps4k is a real thing, but it makes sense and was leaked by netflix months ago. I'm also pretty sure this didn't come from Kotaku, they're just covering it. It was posted on gamefaqs or gaia by some "known" leaker for information. Apparently he leaked other shit in the past that was confirmed later on.
Whether or not any of it is true though, the fact remains that Sony would never release a PS4 capable of doing 4k gaming. It would cost way too much fucking money and be xbox huge.

No one is gonna care about the NX if Sony or Microsoft are upgrading their consoles. Knowing nintendo they're only making a console to compete with the current ones, not forward thinking to beat the next gen. They did it with the Wii and the Wii U, and I would bet they're doing it again with the NX. If they're lucky they're not too far along and can salvage their new system.
