SotN was better on PS1 because the Saturn version was a shitty port. This is at least partially Sega's fault for making Saturn development a pain in the ass, but it could have been at least as good as the PS1 version if Konami had put the necessary effort into it.
On the other hand, Saturn could do 2D games that would be shit on PS1 no matter how much effort was put into them (e.g. X-Men vs Street Fighter).
