Yes, you just need to keep restarting a copy of Ru/Sa over and over again. It's not worth it though, just download the upcoming Jirachi event and reset for decent I.vs with it.

Let's say I do somehow transfer my Jirachi, then battle someone online. They see my Jircahi and they wonder how I got one, so they look it up. Most likely they'll see it was from an event, and not from the game disc.
