there's a lot of ways to be artificially difficult. cryptic bullshit like the hidden things in Zelda that you need to buy the strategy guide for, otherwise you have to place a bomb on every single tile in the entire game
different sets of rules for you and the AI. when you pick the slow car, you're slow, but when you pick the fast car and the AI has the slow car? they have a higher top speed than is possible with the slow car. also rubber banding, where they fuck up and you leave them in the dust but they catch back up then slow down.

It's been a while since I played the game, so my memory can be a little rusty.
It was either after a boss battle, or at the end of a chapter.
If your characters could attack for 8 seconds per turn, then after they complete a major battle, they can only attack for 5 seconds. Those aren't exact numbers, but it worked something like that.
I also vaguely recall MP costs going up per boss battle/chapter, but I don't wanna shoot myself in the foot too hard here.

Actually you just unlocked an extra layer of difficulty for the battle but you could just change it back to how it was in any anterior point of the game, so I don't think it can be considered artificial difficulty.
