No matter what the title states, the next TES will be Skyrim 2 at heart. Expect more of the same, from every quest asking you to jump into a dungeon of repeating enemies, "hombre can you steal me a bottle of wine" level of "infinite quests", and "thanks for saving my kingdom, here's a generic level scaled weapon from my armory that you'll melt down for the enchantment skill and craft a far superior weapon with store bought ingots" rewards.
I wouldn't put it past them to add Thu'um to the next title even if it doesn't fit the hero, just because it was popular previously. Bonus points for shouting being a magic class with a perk constellation shaped like fucking Alduin.
