It's clear that the game is locked at 60 but has the option to vsync it to 30. The game was shown at 30fps probably to avoid visible frame drops that would end up becoming a criticism by the people who previewed it. It's also a way of putting the PC version at the same level of the PS4 so they all look equal, publishers don't want to say one platform is better than the other.
