Some are and some aren't.
A "game" is a challenge you can either win or lose. A novel is a passive experience you sit back and enjoy.
Some visual novels include challenges and game-over conditions. Those visual novels are also games.
Some visual novels are just books you click on with character portraits that pop up during dialogue. Those aren't games, they're strictly narrative only.
