Attila had overall positive reviews when it first came out. But after the free weekend it had months ago, it suddenly gained a ton of negative reviews because of the people who are still butthurt about the DLC policies
And the majority of the negative reviews just complain about the DLC, they almost never talk about campaign/gameplay mechanics or anything besides the DLC

Fall of the Samurai bumped Shogun 2 right up there with the best of them for me.

For what? A full land army stack in the water always performs better than a navy and you don't need a navy to transport your armies.
Naval bombardment in FotS meant dominating the coast was really useful. Taking over a ship made the navy battles fun as well.
