The problem is that HDTVs are dirt cheap yet, people are giving away free CRT TVs so even old flat screens go for $150 (At least here in NZ) so a lot of people just didn't bother. I've had mine since 2009 and still see a lot of people who haven't upgraded, it's not even limited to poor people.
