Nintendo never stopped editing their pwn games. They just lightened up on third parties.
The reason censorship is suddenly becoming a big deal now is because we're in an age where information on games in other regions is accessible in seconds and companies release documentation of game development and betas to the public. It's easier than ever to tell when things are altered and fan translations are bigger than ever, so companies like Nintendo still acting like it's the late 90's is frustrating for some consumers. Especially regarding anime games like Fire Emblem and Fatal Frame since there's already an inherent dislike for dubs/script changes in that community and the cultural differences regarding the treatment of shit like naked underaged girls cause drama with them.
It doesn't help that this is happening at the same time as social justice nonsense so the censorship blame has been moved from dumb soccer moms to militant feminists on a rival website.
