Hard to say. Arizona would be unlikely, as would Baja because it'd be too one sided to Legion and NCR victories in FNV. Texas would be good, as would perhaps further up north on the west coast.

Under which circumstance and yes, most likely. I've never had him not offer his mark and I know I've fucked around a lot on NCR runs before getting to vegas.
