Nope. The driving was outrageously bad, cars felt like they were on rails, melee combat is okay. Oddly enough, the few guns of the game sound great, and the gunplay is better than any GTA.
Having said that, I wish they make a sequel that fixes those problems.

On the hardest difficulty it felt like the enemies had jobs and you had to stop specific ones from doing them. It wasn't amazing, it was fine. I (and hopefully most people) don't like Arkham City for the combat.
