Yeah, that "circle's" called the casters. They're limited to whoever they know, so they're going to cast to the best of their ability based on their knowledge of the current talent pool. There aren't any VO Freemasons. You actually have a better shot with the bigger gaming studios like Blizzard or Bungie because they employ dedicated, in-house people whose sole job is to sift through thousands of demos. That's why the newer actors to bust out are more likely to be in GTA V or Halo 5 before any weeb games, despite the latter paying much worse. Even then, though, there's more ways to get your foot in the door than ever.

Competent, if not great acting, paired with a good ADR script to make it sound like the English is natural. Basically something skewing more towards adaptation than literal translation, because the writers actually realized that people have to say the words out loud.
G Gundam and S-Cry-Ed have actually aged really poorly, and I say that as someone who was a fan of both and who recently rewatched them. If you really want the original appeal, you'll watch the show subbed.
