They're perhaps the most generous developers in the industry and are making an attempt to bring the industry back to where it was pre-DLC area, but I wouldn't call them the best. They're the only company out there I know who is like "We're going to be releasing this many DLC's throughout the course of such and such game, and it's all going to be completely free". Which is great. I'm all for that. But they just don't make very good games. They have some great writers, but from a technical standpoint there's no reason why TW3 feels less fluid than a game released in 2012. If they could get that down, TW3 would have been an absolute masterpiece. Instead, it's just one of those games that exist with the story and graphics being the only saving grace.

CD project is 250ish people, and their budget was 80 million. However, being based in Poland, their workers cost less than half, so their budget could be translated to be 160 million.

Except in reality; it actually isn't. Witcher 3 falls flat in Gameplay, Graphics, and Story. It also is uninspired at it's core, being generic fantasy with real world mythological influences, and not even attempting to disguise it.

First of all - in Potatoland you won't get good wages.
Entry tier programmer's wage for CDPR is around 5000 potatoes a month which is like $1250 - so think of getting $15k a year.
Living costs are much lower and the wage itself is good for their standards(then again startups will give you more potatoes easily) but think about squeezing money for $3000 gaming PC cause you want one to enjoy games you've helped to make on max settings out of it(or a new car). Can you save that money? Sure, if you manage to just live off on $1000 a month you will do it in a year. Even more - neckbeards will find that enormously easy but why are you thinking about moving to the entire new country, one filled with gold-digging sluts to continue your neckbeardy ways?
That's one issue. The other are working conditions. You'll work 7 days a week, likely more than 8 hours a day(you'll get a bonus for it, so at least it's honest). Some foreign CDPR employees left with impression that the company is in non-ending crunch but the truth is that this is how software development looks like in Potatoland. Be glad you're not construction worker working on a similar manner, except physically and for much less money!
Independent dev studios formed out of "ex-CDPR devs" are everywhere in Potatoland now. And those are often decent devs - Hard West was put together in like a year, doesn't suffer from performance issues other unity games suffer from, isn't really bugged, has reasonable although unique mechanics and enough content to take ~25-30 hours. Do you really think these guys quit the CDPR because they were thrown out, being useless contract code monekys they were? No, absolutely no, these are simply professionals quitting because they've got enough of the conditions. HR certainly has "lol everybody's expendable" approach there if you still didn't get it.
