And the most under-represented. FFXV is going for some of that aesthetic, and I'd post a specific screenshot of it if I could find it, but the fusion of late-medieval with modern technology is a good aesthetic.
Cyberpunk is more versatile and the setting can be somewhat believable, like in Deus Ex.

It really depends; Dishonored was pretty good even though I normally hate Steampunk, and "future where everybody's oppressed by a huge government" has had a lot of shitty stories over the years. I'd say that I like Steampunk more when it's not just gears and top hats and Victorian London and shit. Dishonored, the first fifteen minutes of Bioshock Infinite before you actually started playing, there's untapped potential there.
