The game is filled with NPC that are the pawns of other players, which you can talk to etc. They patrol roads, setup camps, work in the cities and so on. Playing it offline means every place is going to look desolated for you and your pawn will not be able to learn knowledge or get gifts from other players. In return you are also limited to a pre-generated party of scrub pawns.
