Will Seth appear in Street Fighter V?

Of course not, and because Seth won't make an appearance, neither will Abel. That's the worst part.

In all seriousness though, Seth really is just a mashup of previous villains from other SF games. There's nothing that makes him stand out minus the yin-yang in his stomach. Almost all of his moves are stolen from other cast members.

We'll never see Seth again.
