No, as far as I know the best crack for gta4 is 1911 crack, but if u replace the files it pretty much changes nothing, you still have to log into GFWL and enter the code.

Send a support ticket into steam, but you won't need the code anyway since the first thing you should do is install XLiveless, for some reason Rockstar censor it on the steam forums.
