I was under the impression from Galaxy that it was just the original Toad, who'd gathered a bunch of other Toads together to form a little team of explorers to chart the universe and help you rescue the princess.
There was never an original Toad, just as there is no original Yoshi. Mario 2 is just a blue Toad, could be anyone else.
