No that's your second project. You would take half of the funds and try to make a great passable game as your first project. If the game looks promising, start a kickstarter and release a demo. That money will come back to you before you even finish it. Once you finish that game, you'll either make your money back or make more than what you started with.

The reason their interest rates are higher is due to higher investor risk. When your asset base is as big as it would be if you were the only winner of this jackpot, it'd make way more sense to just invest in aggregate bonds or something. If you won $300,000,000 after taking the lump sum and paid taxes and invested in something with a 2% annual yield, you'd be making $500,000 a month with virtually no risk.
You would gradually be losing money overall due to that not keeping up with inflation, but who cares it would still last you way more than a lifetime.
