How much of a toaster are we talking here? The shitty laptop that I use for traveling can run PPSSPP just fine, and you can use it to play any of the Persona games that were released for it.
I don't know of a Vita emulator atm, so you can't play P4: The Golden, but if you want more SMT options then consider emulating an NDS to play Devil Survivor 1+2.
