Yeah, this makes the most sense.
It's a multiplayer game that can easily be monetized like CS:GO and also show off the Source 2 engine.
Half-Life 3 will most likely never be made because it cannot be monetized like that nor could it live up to the meme that it is.
Portal 3 could happen, but it is unlikely, as they tried monetizing the last one unsuccessfully and the story of Portal 2 wrapped things up.
A new Dota or CS will not be made because it would split the playerbase and end up costing Valve money.
