I haven't played EE, so I can't say, but I haven't heard any complaints about him recently. I think that it was mostly because he's the first enemy that actually does something different. I noticed a lot of people were relying too much on patient strategies, like luring enemies out one at a time, or CCing some while focusing others. This boss was a big fuck you to all of them.
I beat him my first try, but I ended up quickloading since Madora died and missed the exp. Took me 3 tries to keep everyone alive.
Also, I think that one of the changes in EE was a more even spread of exp, so you probably weren't underleveled when you faced him. That's just a guess though. On release, people were going on easy difficulty (+50% hp, and more bonuses) and dying in droves. It was a great time.

There's about a thousand ways to get passed Wiegraf, but anyone who claims to have not had trouble with him on their first playthrough without already hearing about him is full of shit. The game is so, so easy to bullshit your way through up until that point. I went through Blighttown backwards (though Valley of the Drakes was correct entrance) and the anger and confusion of reaching a locked gate after going through that 15fps shithole was immense.

>speed up time
>they spawn on the road a bit away
>run up and shoot the driver
>steal his truck
>drive it away fast as fuck
>just a bit away is a fucking tank
>get inside it
>proceed to shoot and run them the fuck over
