It depends on what exactly you want out of Fates/which path(s) you want to play.

XCOM is bound to get mildly interesting DLC and a proper discount within a few months. Might wanna pick that up later.

XCOM 2 because I personally don't care for Fire Emblem and so nobody should.

Fates is literally only 50% of a game because they decided to cut half of the entire story and put it on a second cartridge. I'd be amazed if anyone was retarded enough to buy either half.

Just hack your 3DS before 10.4 comes out. It's easy as fuck so long as you have a proper guide. I managed just fine on a N3DSXL and I'm currently playing a non-fucked translation of Fates. Not finished, but I'm sure it's better than whatever Treehouse will churn out.

XCOM, especially since it's supposed to be given a ton of mod support

I'm pretty sure I got the previous XCOM for free at some point.
Fire Emblem won't drop in price for years.
