I think she was Alessa's memory of her.
She was the only person that was kind to Alessa while she was staying in the hospital basement.
Its possible that Alessa noticed her drug use and was worried about her, seeing as she was heavily addicted.
Maybe her dying in front of Harry represents her fear of losing the only person that cares about her.

This false Lisa is like most demons, but instead, possesses a sympathetic memory of the real Lisa, making her kind and loving. She has no idea what she is until the very end, when Alessa loses control and Silent Hill ushers in a new chaos.
If Alessa had enough time and power, she could have probably got Cheryl and Harry out of there, but too much was happening at one time. Harry shot that plan, not knowing he was helping the wrong person.

It's not too much of a stretch to make the connection that cult influence is what draws people like James to the town and creates the manifestations of their issues. The game makes quite a few references to the town's rumored sacredness and some shit is lifted straight from the cult's lore.

I think there's 2 possible explanations, 1 of which is the whole Alessa's memory that everyone else has said. Another is her hatred toward Kauffman for getting her addicted to drugs and watching over a dying girl. She forgot mostly everything judging from her dialogue, and she was miserable at her job and with herself judging from the tape and her journals, but she still remembered to go directly after Kauffman in the good ending, so something had to drive her to him.
The Alessa thing is a much more solid theory though.

I'm pretty sure examining the picture of the lighthouse triggers the dialogue where he talks about visiting Silent Hill recently and taking the photo. I'm pretty sure he also mentions that weird shit is rumored to happen there, but we can at safely assume that it functions as a relatively normal town i.e. none of the excessively weird shit we see before the transformations into the otherworld. The town is cursed town, entities from it are created from the user bias and memories, Harry was a writer, his subcounsious made up all that cult shit, it was one of his works.

I'd say that SH2 happened maybe a year or so after SH1, and SH1 was late 80s at the earliest, although early 90s is most viable. SH3 was at least 17 years after SH1, and I think Braintree gave a hint that SH4 takes place a couple of years after SH2.

Play the games. The first movie is just a hyper condensed plot of 1 and 2 while fucking up the important bits.
Origins contradicts most of SH1 due to the reasoning and actions of Dahlia and Alessa in Origins, not to mention Dahlia and Kauffman for some reason never mention the guy that threw a giant wrench to their plan in the first place. The Room is considered the worst of the original 4, but it's actually a decent starting point and it's not as bad as others make it out to be. If you can emulate 1-3, then replay 4, it'd be worth your while. Shattered Memories isn't bad either, but play it after 1 and 3.
Avoid Homecoming, Downpour, the comics, and Book of Memories. They muddy the waters of the story that the original games started, not to mention they're not great mechanically, visually, or ideally.

No one pulled into the otherworld manifests as a monster. It doesn't happen to Harry, Dalia, Kaufmann, or Cybil. Alessa created the otherworld, and these individuals were pulled into it. Everything manifested in the otherworld was a part of her unconscious experiences. One of her unconscious experiences was that of the kind nurse Lisa—so even though Lisa was a fabrication, she was a fabrication of the caring Alessa felt. After the Flauros attack Alessa's grip on the otherword loses coherency, making the Nowhere level a confusing jumble, and incidentally making Lisa degenerate. Into another nurse? Well, she suspects she's one of the monsters, but it appears she basically just... starts coming apart. There's no indication she represents the "possessed" nurses or doctors. She does go dark in the one ending and takes Kauffman down, knowingly, so it doesn't seem she was one of the other nurses.
It's interesting to wonder if the nurses and doctors in the hospital are possessed like Cybil was, rather than the usual monsters of the town. You can't use the aglaophotis on them but I don't know that this proves anything.

It's almost certain that all the other nurses are possessed, as they have the same parasitic thing on them that Cybil does. Lisa isn't though, at least not from what the game shows, she just... Turns. I guess it was the revelation, or maybe it was Alessa's memory morphing her, or maybe even her hate towards the cult and Kauffman. There's definitely a few parallels between her and Maria in Born from a Wish.
