It's currently being developed for PS4 because that's where Yoko Taros audience is. They're not currently considering other platforms, but they're not saying they'll never release it on other platforms either.
This has always been the case, and it's not more complex than this. This doesn't mean "it'll definitely be on PC" or "it'll definitely be on PS4 only forever" or that Sony has exclusive rights or anything like that. It means exactly what I said.
