they're mods for that. Google around and you'll find a big mod pack that make fps lock 30fps and enables some lighting stuff.
i still play in '09 , then jump to IV till '12

Silent Patch (fixes the PC port bullshit, becomes more like ps2)
SkyGFX (gives it ps2 graphics, ie better than pc)
look it up yourselves if you want more. you can get files from the mobile version (like remastered HUD, radar, etc. personally i got the fixed ps2 radar blips) i've basically made my game into the ultimate san andreas
