I recall them mentioning that they have some feature like ubersampling for TW2, which would kill the top of the line setups on game's release, so this time they took it out to readd it later when someone can actually run it.
Dunno how that meshes with them saying the downgrade was the same thing basically, when they applied the nvidia tech they used in the trailer to a new open world build it turned out that a normal gaming PC couldn't handle it. They also said that most of the effects were fine-tuned for just that one scene, so it looked bad with dynamic day cycle and weather.
