But the prerendered fmvs use in game assests only for background stuff, as character models are highee quality with a much better LoD and they use a much more complex lighting system which in very noticeable in the shift from fmv to gameplay

Burning Crusade, released in 07, was shipped with CDs. I wouldn't think it to be weird for games to be shipped on DVDs in 2020.
