Oh you are right. Windows has all the emulators, so soon the entire emulated video game library will be avaible on a portable console. Your computer is too weak to run Dolphin? Or you want to play on a really portable device? Just buy a 3DS, it's super cheap and you will be able to play anywhere, much smaller than a PC. And it already has built in sticks so many games will have much better controls than on a PC.
