Have you looked into Project Racing?

Maybe give Assetto Corsa a try. Most PC exclusive racing games are pretty serious sims focused solely on racing and don't do the upgrading/customizing cars thing.

Dirt Rally. It's really unforgiving, but when it clicks it's absolutely fucking amazing. Bonus points for the sheer sense of speed, you really feel like you're hauling ass along those super narrow roads

Dirt 3 is a game for babies compared to Dirt Rally. Dirt Rally brings the series back to it's Colin McRae roots.

I only mentioned Drive Club because it's pretty much the only decent racing game PS4 has. I'm more or less looking for something like Forza with customization. But I guess nothing like that really exists on PC. Forza is the only reason I'd go buy a console.

Quite a bit. It's a rally sim instead of a rally-themed arcade game, it's really focused on the actual art of rallying. There's no flashbacks to save you either, if you cock up a corner then you have to deal with it, and restarting reduces the amount of dosh you get from the event
