It's playable. I like some of the questlines but the natural latency that comes with an MMO makes the combat feel unresponsive and janky at times, especially when you're trying to do a power attack and the game just doesn't fucking understand what you're trying to do, so you don't do any attacks at all while the enemy wails on you.
I haven't gotten into any of the pvp yet but I've heard it's middling at best, nor have I touched the DLC expansions.
Right now I'd give it a 6/10 at best. Worth the huge price slash it took during the Christmas sales but at full price I wouldn't recommend it to anyone.
