If you had MGSV, and upgraded your video card.... lets say from GTX 750 to AMD R390X... you need to reinstall the game as Denuvo locks you out as the grabbed hardware-based decryption hashes (after you upgraded the video card) wouldn't be able to decrypt the game.

How would you put that on a disc for console though? And what, it installs permanently in you hard drive? Why wouldn't you just uninstall it? Or would it check your MAC address against a database on their servers? How would you play it if the servers went down? It's the same thing as always online.

That DRM does involve your CPU, sadly.

My copy of MGSV crashed and never started when I switched from AMD to Intel CPUs. Thankfully a reinstall could fix it

It's 2015. You can get free wifi in a fucking starbucks or a mcdonalds. Steam lets you play shit offline as long as you were online at some point, which you'd have to be to get the game in the first place.

I spent an entire day trying to find a way to log into my original NNID and download ORAS onto my new 3DS XL, and it just legitimately won't let you. You have to do a transfer using the infared or something, and it wipes the old 3DS when you do.
