I think the current theory is that the leak was a consequence of the steps Valve took to mitigate the DoS attack.
DoS attack itself didn't cause the leak (and it never could have), but Valve fucked up in deploying their anti-DoS measures and caused the leak.

They added a new caching service to the system, which on it's own isn't a bad idea since it takes some stress of the backend servers (the ones getting hammered by the DoS attack).
If nothing has changed on the 'my account' page, you can easily serve a static copy of the page from the cache instead of submitting queries to the actual servers.
The problem was that they misconfigured the access rights on the caching server: instead of limiting each user account to only their own page, everybody had access to other people's pages on the server.
I don't know how it ended up with people seeing random accounts though.
