He's usually found at high spots, hidden in the grass.

Two strategies:
1. Look for the parrot. That's why he doesn't need a spotter, the bird is his spotter and gives away his position. Then use the directional mike to listen for his breathing and sneak up on him.
2. Start the fight, save the game, and exit. Set the date on your ps3 ahead a few weeks and restart the game. The End will have died of old age.
